“Project” and “grant application” should not be confused, and project planning always precedes grant application. In everyday speech the two terms are often used as synonyms, but they are different. This confusion stems from the fact that there is no grant application without a project, i.e. any grant application is based on a project. As opposed to this, there are many projects devised and implemented that are not related to grants.
The term “project” refers to something projected. In practice, a project is an activity with explicit goals planned in advance, and the conditions of its implementation are stated in the plans. It is a one-time activity with a clear start and end date, it is unique, meaning that the product or service created in the project is not ordinary (it is not a periodic repetition of a production process), and it is implemented in stages, phases and work packages planned in advance, with the participation of a project working group created for this purpose. Usually (but not exclusively) projects serve a specific objective that has been set within a programme (e.g. a project in a specific building within an energy efficiency improvement programme of a local government).
A grant application is an application compiled according to the project plan, created to obtain financial support for the project in the framework of a grant arrangement (which is usually based on a programme). In international practice, in grant projects “project proposal” describes the project that is intended to be implemented with support granted in a grant programme. This could mean improving technology, increasing the competitiveness of a region by facilitating the implementation of Research and Development (R+D) achievements, improving the ability of a region to retain its population, creating a vocational training structure to meet the needs of the economy, the dissemination of up-to-date training contents and methods, etc.
Project management involves planning, monitoring and checking a project from all aspects, and also motivating the people who are instrumental in achieving the project objectives according to the set schedule, within the budget and in appropriate quality. So project management means all the processes related to the organisation and management of the project organisation established to complete project tasks, and also all the tools and technology necessary for the management, coordination, documentation, monitoring and evaluation of project activities. In the course of architectural and engineering design, an architectural-engineering project documentation is put together with content and level of detail in compliance with regulations. Design inspection is an expert service related to the design process, it means the inspection of the project documentation.
The design inspector is assigned the task of, and is responsible for establishing that the technical quantities of the technical implementation and construction project documentation are professionally appropriate, and checking compliance with legislation, regulations, building requirements, standards and other rules. The objective of building inspection is to ensure that the building is of high quality and constructed in a professional manner.
Design inspection involves a great deal of responsibility, only designers with comprehensive knowledge can do this responsibly. The design inspector performs their tasks according to the agreement with the developer, and draws up the design inspection statement or design review record describing deficiencies, unsuitable technical solutions or content in the documentation, if any, thereby calling on the designer to make corrections.
It is in the interest of the developer to involve a design inspector in the process, as this guarantees the quality of design.
